Uredba o ratifikaciji Sporazuma med Slovenijo in Svetovno turistično organizacijo o organiziranju šestinštiridesetega zasedanja Komisije za Evropo Svetovne turistične organizacije Združenih narodov (UNWTO) in seminarja "Inovativnost v turizmu: prilagajanje spremembam" na Bledu (Slovenija) od 23. do 25. maja 2007, stran 939.

O RATIFIKACIJI SPORAZUMA MED SLOVENIJO IN SVETOVNO TURISTIČNO ORGANIZACIJO O ORGANIZIRANJU ŠESTINŠTIRIDESETEGA ZASEDANJA KOMISIJE ZA EVROPO SVETOVNE TURISTIČNE ORGANIZACIJE ZDRUŽENIH NARODOV (UNWTO) IN SEMINARJA "INOVATIVNOST V TURIZMU: PRILAGAJANJE SPREMEMBAM" NA BLEDU (SLOVENIJA) OD 23. DO 25. MAJA 2007
1. člen
Ratificira se Sporazum med Slovenijo in Svetovno turistično organizacijo o organiziranju šestinštiridesetega zasedanja Komisije za Evropo Svetovne turistične organizacije Združenih narodov (UNWTO) in seminarja "Inovativnost v turizmu: prilagajanje spremembam" na Bledu (Slovenija) od 23. do 25. maja 2007, sklenjen v Ljubljani 11. maja 2007.
2. člen
Sporazum se v izvirniku v angleškem jeziku in prevodu v slovenskem jeziku glasi:
A G R E E M E N T
between THE WORLD TOURISM ORGANIZATION and SLOVENIA
for the holding of the Forty-Sixth Meeting of the UNWTO Commission for Europe and the Seminar on “Innovation in Tourism: Adapting to change”, in the city of Bled (Slovenia), from 23 to 25 May 2007
I
Provisions relating to privileges, immunities and facilities (in accordance with Art. 32 of the UNWTO Statutes, relating to privileges and immunities of the Organization)
1. The Secretary-General shall send sufficiently in advance the official invitation to the participants of the Commission for Europe and the regional Seminar. The Secretariat shall communicate without delay to the authorities duly designated for this purpose by the Government the names of the meeting participants who have accepted the Secretary-General's invitation, so that their travel and stay in Slovenia can be prepared in the best possible conditions.
2. The Government recognizes the international personality and legal capacity of the Organization, and shall ensure that it enjoys the independence and freedom of action to which it is entitled in its capacity as an international organization and in accordance with its Statutes.
3. The Government shall adopt the necessary measures to facilitate the entry and departure of participants to and from its territory, as well as the stay of participants invited by the Secretary-General, regardless of their nationality. The necessary visas shall be issued free of charge and with the shortest possible delay.
4. Participants in the meetings shall enjoy the following privileges and immunities:
a) immunity from legal process of any kind in respect of acts performed by them in the exercise of their official functions, including oral and written statements,
b) exemption from immigration restrictions and aliens’ registration,
c) customs facilities for their personal effects.
5. The Secretary-General of the Organization shall enjoy in the territory of Slovenia the privileges and immunities, exemptions and facilities accorded to ambassadors heading diplomatic missions.
6. Officials of the Organization, regardless of their nationality, shall enjoy in the territory of Slovenia immunity from legal process of any kind in respect of acts, including oral or written statements, including after the conclusion of the meetings.
II
Conditions for the organization of the meetings
7. The meeting of the Commission for Europe and the Seminar shall be held in Bled (Slovenia), on 23-25 May 2007.
8. In accordance with Rule 1.2 of the Rules of Procedure of the General Assembly of the Organization, applicable to all UNWTO meetings held outside its Headquarters in Madrid, the Government shall cover any extra expenses involved in holding the meetings, in accordance with the specifications submitted by the Organization and attached as an annex to the present agreement.
9. The Government shall make available to the Organization the necessary personnel, facilities and equipment for simultaneous interpretation, office supplies and materials for document reproduction, as listed in the attached Annex, and which shall be the subject of an additional clause if necessary.
10. The Government shall not hold the Organization responsible for any damages that may be caused to the facilities or for any consequences that may arise from possible claims for such damages, except in cases of gross negligence.
11. The conference halls, offices and other premises and facilities made available by the Government to the Organization shall constitute the conference area of the Organization during the meetings and for the duration of any additional period needed to prepare and conclude the operations of the same.
12. The Government shall take the necessary measures to ensure the security and smooth conduct of the meeting proceedings.
13. This Agreement shall enter into force on the date of the receipt of the notification of the Republic of Slovenia of the completion of the internal legal procedures for its entry into force, and shall remain in force for the duration of the meeting and for such period thereafter as is necessary for all matters relating to any of its provisions to be settled. The Agreement shall be applied provisionally as from upon its signature.

A N N E X
FACILITIES AND SERVICES TO BE PROVIDED BY SLOVENIA FOR THE HOLDING OF EACH OF THE FOLLOWING MEETINGS:
FORTY-SIXTH MEETING OF THE UNWTO COMMISSION FOR EUROPE (CEU) AND THE SEMINAR ON INNOVATION IN TOURISM: ADAPTING TO CHANGE
(BLED, SLOVENIA) (23-25 MAY 2007)
I. PREMISES FOR EACH OF THE MEETINGS AND THE SECRETARIAT:
   (a) Conference Hall providing seating capacity for approximately 150
        persons;
   (b) Lounge for the participants, with tea and coffee service during breaks;
   (c) Office for the Secretary-General or his representative; and
   (d) Offices for the Secretariat, as follows:
        (i) one for the Regional Representative and his Assistant;
        (ii) one for stocking of documents and reproduction.
   The premises should be equipped with furniture appropriate for their use
    and should be made available to the Secretariat at least 24 hours
    before the opening of the meetings.
 
II. EQUIPMENT OF THE MEETING ROOMS AND THE OFFICES
   (a) The Conference Hall shall be equipped with:
        – tables and chairs for the participants, a table for the chair, a
           lectern;
        – the necessary number of microphones: six for the head table, one for
           the lecturer at the lectern, for the interpreters, and for the
           audience (one for every three participants);
        – equipment for the simultaneous interpretation to and from the
           following languages: English and French;
        – an overhead projector with PC, a revolving slide projector (on
           request), a large wall screen, audio and video equipment, etc.
   (b) The Conference Hall should be equipped for recording the proceedings of
        the CEU meeting and Seminar, both in English and French, including
        interventions from the floor.
   (c) The offices should be equipped as follows:
        (i) The office of the Secretary-General:
        – a meeting table with 8 chairs;
        – an international telephone connection; and stationery;
        (ii) The office of the Regional Representative and his Assistant:
        – a desk with three chairs;
        – a personal computer and a laser printer as follows:
         System: Windows 2000
         Programmes: Microsoft Office 2000
         Keyboard: QWERTY international
         CD (including CD burner)
         Diskettes: 3” ½ double sided, high density
         Laser printer adapted to the above computer
 
         Internet connection
        – an international telephone line;
        – a fax machine;
        – stationery;
        – a photocopying machine (a basic one).
        (iii) The office for documents and reproduction:
        – a large table for documents;
        – a photocopying machine (high speed reproduction) and the necessary
           equipment for its functioning (paper, toner, etc.);
        – 1 personal computer with laser printer;
        – Stationery (particularly scotch tape, large scissors, punching
           machine, staplers).
       A reasonable amount of telephone and fax communications between meeting
           place and Headquarters at Madrid shall be borne by the host
           country;
 
III. LOCAL STAFF
   The following staff is required with respect to simultaneous
interpretation, secretariat services, typing and reproduction of documents and
shall be provided by Slovenia:
   (a) Interpreters for the meeting (in accordance with paragraph II of this
Annex), to be selected by common agreement between Slovenia and the UNWTO;
   (b) 2 bilingual (English/French) secretaries (one for assistance to the
UNWTO Secretariat, as required and the other at the Hospitality Desk);
   (c) a sufficient number of hostesses/ messengers as follows:
        – to provide assistance for the registration of participants;
        – to provide assistance in the Conference room;
        – for handling the photocopying of documents.
   (d) a technician responsible at all times for the audiovisual equipment in
the conference room;
   (e) a technician responsible for tape recording the meeting and seminar and
other necessary assistance.
 
IV. SERVICES PROVIDED DIRECTLY UNDER THE RESPONSIBILITY OF SLOVENIA TO ALL
PARTICIPANTS AND UNWTO STAFF
   (a) Securing special international and domestic airfares for the foreign
participants, the speakers, and the UNWTO officials;
   (b) Facilitation on arrival, including issue of visas and customs
clearance, and on departure; Slovenia shall make sure that airport authorities
provide services as required under pertinent provisions of the present
agreement;
   (c) Transfer to and from hotel on arrival and on departure;
   (d) Reservation of accommodation, preferably at no more than 2-3 hotels,
and at discounted rates;
   (e) Transport between hotels and Conference Hall, if necessary, and to
official social functions;
   (f) Orienting delegates with regard with postal, banking, medical, travel
and information services as well as regarding the social programme and
technical visits.
 
V. UNWTO STAFF AND MATERIAL
   (a) Transport for four officials of the World Tourism Organization from
Madrid to the international airport closest to the venue of the meetings, as
follows:
        (i) One business class air tickets for the Secretary-General or his
representative;
        (ii) Three economic class air tickets for three UNWTO officials.
    The above-mentioned air tickets should be made available to the
        Secretariat two weeks before the meetings, i.e. by 4 May 2007;
   (b) International transport for four speakers at the Technical Seminar;
   (c) Lodging and breakfast for the four UNWTO officials and four speakers in
        a hotel as near as possible to the Conference Hall;
   (d) Transport of documentation necessary for the meetings from Madrid to
        the meeting venues and return. A voucher for the air transport of 200
        kgs one way and 50 kgs. return should also be available to the
        Secretariat two weeks before the meetings, i.e. by 4 May 2007.
S P O R A Z U M
med SVETOVNO TURISTIČNO ORGANIZACIJO in SLOVENIJO
o organiziranju šestinštiridesetega zasedanja Komisije za Evropo Svetovne turistične organizacije Združenih narodov (UNWTO) in seminarja "Inovativnost v turizmu: prilagajanje spremembam" na Bledu (Slovenija) od 23. do 25. maja 2007
I.
Določbe o posebnih pravicah, imunitetah in olajšavah
(v skladu z 32. členom Statuta UNWTO o posebnih pravicah in imunitetah organizacije)
1. Generalni sekretar udeležencem Komisije za Evropo in regionalnega seminarja pravočasno pošlje uradno vabilo. Sekretariat organom, ki jih je za to imenovala vlada, nemudoma sporoči imena udeležencev zasedanja, ki so sprejeli povabilo generalnega sekretarja, tako da bo mogoče njihovo potovanje in bivanje v Sloveniji pripraviti kar najbolje.
2. Vlada priznava mednarodno pravno osebnost in sposobnost organizacije ter zagotovi njeno neodvisno in svobodno delovanje, do česar je upravičena kot mednarodna organizacija in v skladu s svojim statutom.
3. Vlada sprejme potrebne ukrepe za olajšanje prihoda udeležencev na ozemlje Slovenije in odhoda z njega ter tudi bivanje udeležencev, ki jih je povabil generalni sekretar, ne glede na njihovo državljanstvo. Potrebni vizumi se izdajo brezplačno in v najkrajšem mogočem času.
4. Udeleženci zasedanj uživajo naslednje posebne pravice in imunitete:
a) imunitete pred kakršnimi koli pravnimi postopki v zvezi z dejanji, storjenimi pri opravljanju njihovih uradnih funkcij, vključno z ustnimi in pisnimi izjavami;
b) izvzetje od omejitev glede priseljevanja in od registracije tujcev;
c) carinske olajšave za osebne predmete.
5. Generalni sekretar organizacije na ozemlju Slovenije uživa posebne pravice in imunitete, izvzetja in olajšave, ki pripadajo veleposlanikom, ki vodijo diplomatska predstavništva.
6. Uradniki organizacije uživajo na ozemlju Slovenije ne glede na svoje državljanstvo imuniteto pred kakršnimi koli pravnimi postopki v zvezi z dejanji, vključno z ustnimi ali pisnimi izjavami, tudi po koncu zasedanj.
II.
Pogoji za organiziranje zasedanj
7. Zasedanje Komisije za Evropo in seminar bosta potekala na Bledu (Slovenija) od 23. do 25. maja 2007.
8. V skladu s pravilom 1.2 poslovnika Generalne skupščine organizacije, ki se uporablja za vsa zasedanja UNWTO zunaj njenega sedeža v Madridu, krije vlada vse dodatne stroške zasedanj v skladu s specifikacijami, ki jih predloži organizacija in so priloga k temu sporazumu.
9. Vlada da organizaciji na razpolago potrebno osebje, prostore in opremo za simultano prevajanje, pisarniške potrebščine in material za kopiranje dokumentov, kot je navedeno v prilogi, in kar se po potrebi uredi v dodatni določbi.
10. Vlada od organizacije ne zahteva odgovornosti za morebitno škodo, ki bi nastala na objektih, ali za posledice, ki bi izvirale iz morebitnih odškodninskih zahtevkov, razen ob hudi malomarnosti.
11. Konferenčne dvorane, pisarne in drugi prostori, ki jih da vlada na razpolago organizaciji med zasedanji in v morebitnem dodatnem času, potrebnem za njihovo pripravo in dokončanje opravil, so konferenčno območje organizacije.
12. Vlada sprejme potrebne ukrepe za zagotovitev varnosti in nemotenega poteka postopkov zasedanja.
13. Sporazum začne veljati z dnem prejema uradnega obvestila Republike Slovenije o dokončanju vseh notranjepravnih postopkov za začetek njegove veljavnosti in velja med zasedanjem in toliko časa po njem, kot je potrebno za rešitev vseh vprašanj, povezanih z njegovimi določbami. Sporazum se začasno uporablja od dneva podpisa.

P R I L O G A
PROSTORI IN STORITVE, KI JIH SLOVENIJA ZAGOTOVI ZA ORGANIZIRANJE NASLEDNJIH ZASEDANJ:
ŠESTINŠTIRIDESETO ZASEDANJE KOMISIJE ZA EVROPO SVETOVNE TURISTIČNE ORGANIZACIJE ZDRUŽENIH NARODOV IN SEMINAR INOVATIVNOST V TURIZMU: PRILAGAJANJE SPREMEMBAM
(BLED, SLOVENIJA) (23.–25. MAJ 2007)
I. PROSTORI ZA ZASEDANJA IN SEKRETARIAT:
 
   (a) konferenčna dvorana s sedeži za približno 150 oseb;
   (b) prostor za udeležence s postrežbo čaja in kave med odmori;
   (c) pisarna za generalnega sekretarja ali njegovega predstavnika in
   (d) pisarni za sekretariat, in sicer:
        (i) ena za regionalnega predstavnika in njegovega pomočnika,
        (ii) ena za hranjenje dokumentov in kopiranje.
   Prostori morajo biti opremljeni s pohištvom, primernim za uporabo, in
   morajo biti sekretariatu na razpolago najmanj 24 ur pred začetkom zasedanj.
 
II. OPREMA SEJNIH SOB IN PISARN
 
   (a) Konferenčna dvorana mora biti opremljena z:
        – mizami in stoli za udeležence, mizo za predsedujočega, govorniškim
           pultom;
        – potrebnim številom mikrofonov: šest za glavno mizo, enim za
           govornika za govorniškim pultom, za tolmače in poslušalce (en
           mikrofon na tri udeležence);
        – opremo za simultano prevajanje v naslednja jezika in iz njiju:
           angleški in francoski jezik;
 
        – računalniškim projektorjem, diaprojektorjem (na zahtevo), velikim
           stenskim zaslonom, avdio- in videoopremo itd.
   (b) Konferenčna dvorana mora biti opremljena za snemanje poteka zasedanja
        Komisije za Evropo in seminarja v angleškem in francoskem jeziku,
        vključno z oglašanjem iz dvorane.
   (c) Pisarne morajo biti opremljene, kot sledi:
        (i) pisarna generalnega sekretarja:
        – sejna miza z osmimi stoli;
        – mednarodna telefonska povezava in pisalne potrebščine;
        (ii) pisarna regionalnega predstavnika in njegovega pomočnika:
        – pisalna miza s tremi stoli;
        – osebni računalnik in laserski tiskalnik, in sicer:
 
         sistem: Windows 2000
         programi: Microsoft Office 2000
         tipkovnica: QWERTY, mednarodna
         CD (vključno z zapisovalnikom CD-jev)
         diskete: 3” ½, dvostranske, velika gostota
         laserski tiskalnik, prilagojen navedenemu računalniku
         internetna povezava
        – mednarodna telefonska linija;
        – telefaks;
        – pisarniške potrebščine;
        – fotokopirni stroj (z osnovnimi funkcijami);
        (iii) pisarna za dokumente in kopiranje:
        – velika miza za dokumente;
        – fotokopirni stroj (velika hitrost kopiranja) in potrebna oprema za
           njegovo delovanje (papir, tonerji itd.);
        – en osebni računalnik z laserskim tiskalnikom;
        – pisarniške potrebščine (zlasti lepilni trak, velike škarje, luknjač,
           spenjači).
        Sprejemljiv obseg telefonskih sporočil in telefaksov med krajem
               zasedanja in sedežem v Madridu krije država gostiteljica.
 
III. LOKALNO OSEBJE
   Za simultano prevajanje, delo sekretariata, tipkanje in kopiranje
   dokumentov je potrebno naslednje osebje, ki ga zagotovi Slovenija:
   (a) tolmači za zasedanje (v skladu z II. odstavkom te priloge), ki se
   izberejo na podlagi dogovora med Slovenijo in UNWTO;
   (b) dva tajnika z znanjem angleškega in francoskega jezika (eden po potrebi
   za pomoč sekretariatu UNWTO, drugi pa za sprejemnim pultom);
   (c) zadostno število osebja:
 
        – za pomoč pri registraciji udeležencev,
 
        – za pomoč v konferenčni dvorani,
        – za fotokopiranje dokumentov;
   (d) tehnik, ki je ves čas odgovoren za avdiovizualno opremo v konferenčni
   dvorani;
   (e) tehnik, odgovoren za snemanje zasedanja in seminarja ter drugo potrebno
    pomoč.
 
IV. STORITVE, KI JIH SLOVENIJA NEPOSREDNO ZAGOTAVLJA VSEM UDELEŽENCEM IN
OSEBJU UNWTO:
 
   (a) zagotovitev posebnih mednarodnih in notranjih letalskih vozovnic za
        udeležence iz tujine, govornike in uradnike UNWTO;
   (b) olajšanje postopkov ob prihodu in odhodu, vključno z izdajanjem vizumov
        in carinskimi pregledi; Slovenija zagotovi, da letališki organi
        opravijo storitve v skladu z ustreznimi določbami tega sporazuma;
 
   (c) prevoz do hotela ob prihodu in iz hotela ob odhodu;
   (d) rezervacija sob, če je mogoče v ne več kot dveh do treh hotelih, in po
        znižanih cenah;
   (e) prevoz med hoteli in konferenčno dvorano, če je potrebno, in do uradnih
        družabnih dogodkov;
   (f) napotki delegatom o poštnih, bančnih, zdravstvenih, potovalnih in
        informacijskih storitvah ter o družabnem programu in strokovnih
        ogledih.
 
V. OSEBJE IN GRADIVO UNWTO
   (a) prevoz za štiri uradnike Svetovne turistične organizacije iz Madrida do
        mednarodnega letališča, ki je najbližje kraju zasedanja, in sicer:
        (i) ena letalska vozovnica za poslovni razred za generalnega
           sekretarja ali njegovega predstavnika;
        (ii) tri letalske vozovnice za ekonomski razred za tri uradnike UNWTO.
        Navedene letalske vozovnice morajo biti sekretariatu na razpolago dva
        tedna pred zasedanjem, tj. do 4. maja 2007;
   (b) mednarodni prevoz za štiri govornike na strokovnem seminarju;
   (c) prenočitve z zajtrkom za štiri uradnike UNWTO in štiri govornike v
        hotelu, ki je čim bliže konferenčni dvorani;
   (d) prevoz dokumentacije, potrebne za zasedanje, iz Madrida do kraja
        zasedanja in nazaj. Tudi potrdilo o plačanem letalskem prevozu 200 kg
        v eno smer in 50 kg pri vrnitvi mora biti sekretariatu na razpolago
        dva tedna pred zasedanjem, tj. do 4. maja 2007.
3. člen
Za izvajanje sporazuma skrbi Ministrstvo za gospodarstvo.
4. člen
Ta uredba začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
