51. Uredba o ratifikaciji Sporazuma med Vlado Republike Slovenije in Izvršnim organom Gruzije o sodelovanju v kulturi, izobraževanju, znanosti, športu in med mladimi, stran 1104.

Na podlagi sedme alinee petega odstavka 75. člena Zakona o zunanjih zadevah (Uradni list RS, št. 45/01) izdaja Vlada Republike Slovenije
U R E D B O
O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN IZVRŠNIM ORGANOM GRUZIJE O SODELOVANJU V KULTURI, IZOBRAŽEVANJU, ZNANOSTI, ŠPORTU IN MED MLADIMI
1. člen
Ratificira se Sporazum med Vlado Republike Slovenije in Izvršnim organom Gruzije o sodelovanju v kulturi, izobraževanju, znanosti, športu in med mladimi, ki je bil podpisan v Tbilisiju 19. aprila 2002.
2. člen
Sporazum se v izvirniku v slovenskem in angleškem jeziku glasi:*
S P O R A Z U M
MED VLADO REPUBLIKE SLOVENIJE
IN IZVRŠNIM ORGANOM GRUZIJE
O SODELOVANJU V KULTURI, IZOBRAŽEVANJU, ZNANOSTI, ŠPORTU IN MED MLADIMI
Vlada Republike Slovenije in Izvršni organ Gruzije (v nadaljevanju pogodbenika) sta se
v želji, da bi krepila in razvijala prijateljske odnose med državama in njunimi narodi,
odločena, da spoštujeta načela Ustanovne listine Združenih narodov, Helsinške sklepne listine Konference o varnosti in sodelovanju v Evropi, Pariške listine za novo Evropo in Dunajske deklaracije Sveta Evrope, in
odločena, da podpišeta ta sporazum o sodelovanju v kulturi, izobraževanju, znanosti, športu in med mladimi (v nadaljnjem besedilu sporazum),
dogovorila o:
1. člen
Pogodbenika v skladu z načeli enakosti in medsebojne koristi spodbujata in podpirata izmenjave in sodelovanje v izobraževanju, znanosti, kulturi, umetnosti, športu in med mladimi.
2. člen
Pogodbenika spodbujata sodelovanje v izobraževanju in znanosti na podlagi neposrednega sodelovanja med ustanovami. Posamezne ustanove se o izmenjavah in gostujočih predstavah dogovorijo neposredno.
3. člen
Pogodbenika prek svojih pristojnih ustanov izmenjavata informacije in dokumentacijo ter proučujeta možnosti za vzajemno priznavanje spričeval in diplom.
4. člen
Pogodbenika spodbujata sodelovanje v kulturi in umetnosti:
a) s spodbujanjem umetniških razstav in drugih kulturnih prireditev,
b) s spodbujanjem prevajanja in objav umetniških in književnih del,
c) z vzajemnimi obiski pisateljev, slikarjev, glasbenikov in drugih umetnikov ter s podpiranjem njihovih dejavnosti ali predstav,
d) s spodbujanjem neposrednih stikov med narodnimi muzeji in umetnostnimi galerijami, narodnimi knjižnicami in državnimi arhivi ter z drugimi oblikami sodelovanja, o katerih se pogodbenika dogovorita.
5. člen
Pogodbenika spodbujata sodelovanje med ustanovami za varovanje premične in nepremične kulturne dediščine ter izmenjavo informacij o varovanju narodne kulturne dediščine, ohranjanju in restavriranju zgodovinskih predmetov in spomenikov. Pogodbenika prav tako izmenjavata podatke o izvozu in uvozu umetniških del in preprečevanju nezakonitega trgovanja z njimi.
6. člen
Pogodbenika spodbujata sodelovanje med radiem in televizijo ter pospešujeta izmenjavo radijskih in televizijskih programov.
Spodbujata tudi neposredno sodelovanje med tiskovnimi agencijami obeh držav.
7. člen
Pogodbenika spodbujata stike in neposredno sodelovanje med mladinskimi organizacijami držav.
8. člen
Pogodbenika spodbujata sodelovanje v športu in izmenjave med športnimi organizacijami ter njihovo sodelovanje na športnih prireditvah v obeh državah.
9. člen
Pogodbenika spodbujata neposredno sodelovanje in izmenjave med nevladnimi organizacijami na vseh področjih, ki jih zajema ta sporazum.
10. člen
Za izvajanje tega sporazuma se ustanovi skupna slovensko-gruzijska komisija, ki se sestaja na plenarnih sejah vsaj enkrat v treh letih v Tbilisiju ali Ljubljani, da bi podrobneje uredila sodelovanje ter splošne in finančne pogoje njegovega izvajanja.
Izvajanje dejavnosti, o katerih se dogovori skupna komisija, se uredi po diplomatski poti.
11. člen
Programi, sklenjeni na podlagi tega sporazuma, so usklajeni z notranjo zakonodajo pogodbenikov.
12. člen
Sporazum začne veljati na dan prejema zadnjega uradnega obvestila, da so končani vsi notranjepravni postopki za začetek njegove veljavnosti.
Sporazum velja pet let in se nato samodejno podaljšuje za nadaljnja petletna obdobja, če ga eden od pogodbenikov pisno ne odpove po diplomatski poti šest mesecev pred potekom navedenega obdobja.
Če sporazum preneha veljati, ostanejo vsi programi izmenjave ali projekti, začeti na podlagi tega sporazuma, ki še vedno potekajo, veljavni, dokler niso dokončani.
Sestavljeno v Tbilisiju dne 19. aprila 2002 v dveh izvodih v slovenskem, gruzijskem in angleškem jeziku, pri čemer so vsa besedila enako verodostojna. Pri različni razlagi je odločilno angleško besedilo.

A G R E E M E N T
BETWEEN THE GOVERNMENT OF THE
REPUBLIC OF SLOVENIA AND THE EXECUTIVE AUTHORITY OF GEORGIA ON CO-OPERATION
IN THE FIELDS OF CULTURE, EDUCATION, SCIENCE, SPORT AND YOUTH
The Government of the Republic of Slovenia and the Executive Authority of Georgia (hereinafter referred to as the “Contracting Parties”),
Desiring to strengthen and develop the friendly relations between the two countries and their peoples;
Resolved to respect the principles of the United Nation Charter, the Helsinki Final Act of the Conference on Security and Co-operation in Europe, the Paris Charter for a New Europe, and the Vienna Declaration of the Council of Europe, and
Resolved to sign this Agreement on Co-operation in the Fields of Culture, Education, Science, Sport and Youth (hereinafter referred to as “the Agreement”),
Have agreed as follows:
Article 1
The Contracting Parties shall, in conformity with the principles of equality and mutual respect, encourage and support exchanges and co-operation in the fields of education, science, culture, art, sport and youth.
Article 2
The Contracting Parties shall encourage co-operation in the fields of education and science on the basis of direct co-operation between the institutions. Exchanges and guest performances shall be agreed upon directly between individual institutions.
Article 3
The Contracting Parties shall exchange information and documentation as well as examine the possibilities of mutual recognition of diplomas and degrees through their competent institutions.
Article 4
The Contracting Parties shall encourage co-operation in the fields of culture and art through:
a) encouraging art exhibitions and other cultural events,
b) encouraging translations and publishing of both artistic and literary works,
c) reciprocal visits of writers, painters, musicians and other artists, and through supporting their activities or performances,
d) encouraging direct contacts between national museums and art galleries, national libraries, state archives and other forms of co-operation agreed upon by the Contracting Parties.
Article 5
The Contracting Parties shall encourage co-operation between institutions in the field of cultural heritage, both movable and immovable, facilitate the exchange of information on national cultural heritage protection as well as preservation and restoration of historical relics and monuments. The Contracting Parties shall also exchange information on the export and import of works of art as well as on preventing the illegal trafficking.
Article 6
The Contracting Parties shall encourage co-operation in the field of radio and television, and promote the exchange of radio and TV programmes.
They shall also encourage direct co-operation between the press agencies of both countries.
Article 7
The Contracting Parties shall encourage contacts and direct co-operation between youth organizations of the two countries.
Article 8
The Contracting Parties shall encourage co-operation in the field of sport and facilitate exchanges between sport organizations and their participation in sporting events held in both countries.
Article 9
The Contracting Parties shall encourage direct co-operation and exchanges between non-governmental organizations in all fields covered by this Agreement.
Article 10
For the purpose of implementation of this Agreement a Joint Slovene-Georgian Commission shall be established to meet at least once every three years, either in Tbilisi or in Ljubljana for plenary sessions in order to settle the detailed co-operation as well as general and financial terms of its implementation.
The implementation of the activities agreed by the Joint Commission shall be arranged through diplomatic channels.
Article 11
Programmes concluded on the basis of this Agreement shall comply with the internal laws and regulations in force of either Contracting Party.
Article 12
The Agreement shall enter into force on the date upon which the last written notification on the completion of the legal internal procedures, required for the entry into force of this Agreement is received.
The Agreement shall remain in force for a period of five years and shall thereafter be automatically extended for the next five-year periods, unless terminated in writing through diplomatic channels by either Contracting Party six months prior to the expiry of the stated period.
In case of termination of the present Agreement, any programme of exchange or project initiated on the basis of this Agreement, and still in progress, will remain valid until its completion.
Done in Tbilisi on 19 April 2002 in two copies in the Slovene, Georgian and English languages, all texts being equally authentic. In case of different interpretation, the text in the English language shall prevail.

3. člen
Za izvajanje sporazuma skrbijo Ministrstvo za zunanje zadeve, Ministrstvo za šolstvo, znanost in šport in Ministrstvo za kulturo.
4. člen
Ta uredba začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
