Na podlagi tretjega odstavka 63. člena Zakona o zunanjih zadevah (Uradni list RS, št. 1/91-I) izdaja Vlada Republike Slovenije
UREDBO
o ratifikaciji Sporazuma o vzpostavitvi diplomatskih odnosov med Republiko Slovenijo in Etiopijo
1. člen
Ratificira se Sporazum o vzpostavitvi diplomatskih odnosov med Republiko Slovenijo in Etiopijo, sklenjen z izmenjavo not z dne 9. decembra 1991 in 6. novembra 1992.

Your Excellency,
Please allow me to inform you that since 7 October 1991, the Republic of Slovenia has been implementing the Declaration of Independence, which gave effect to the plebiscitary will of the people of Slovenia to live in an independent state.
For the last seventy years the Slovenian people have lived in the state of South Slavic Peoples – Yugoslavia. Unfortunately, the expectations of Slovenes to live in harmony with other Yugoslav nations have not been fulfilled. Yugoslavia has suffered, especially for the last few years, by profound political crisis, mainly because basic human rights and freedoms have been violated in some of her parts, and the process of democratization systematically blocked.
Last year, in democratic elections, Slovenia made a decisive break with the Yugoslav ties and took the path of independence.
On 23 December 1990, the citizens of Slovenia, under extensive international observation, formally expressed their political will to regulate, on an equal footing and as a sovereign partner, the future relations of Slovenia with other republics of Yugoslavia.
Prior to the plebiscite on sovereignty, Slovenia proposed negotiations for the settlement of future relations among the Republics which were constitutive members of Yugoslavia.
After all the unsuccessful endeavors to start a serious dialogue on future relations among Yugoslav nations, the Republic of Slovenia, on the 25th of June 1991, declared her independence, basing her decision on the right of the Slovene people to self determination confirmed in the UN Charter, as well as in the Yugoslav constitution.
It should be underlined in particular that the Republic of Slovenia has, at the same time, again expressed her readiness to continue negotiations as an equal partner in finding peaceful and compromise solutions for all problems of future relations among the Yugoslav nations and their states. It should furthermore be stressed that the whole process of the Republic of Slovenia has taken place peacefully, without any act of violence and with full respect for human rights, and in accordance with the democratically expressed will of the Slovene people.
The Declaration of Independence of the Republic of Slovenia, passed on 25 June 1991, gave effect to the plebiscitary will of the people of Slovenia to live in an independent state. After the aggression of the Federal Army against Slovenia, following this decision, the Republic of Slovenia signed the Brioni Declaration and thus agreed to a three-month suspension of the implementation of Independence Acts, in order to allow agreement on peaceful dissociation.
After the Brioni Declaration had been accepted, the Yugoslav Army began to withdraw from the Republic of Slovenia. Slovenia now fully controls its territory and its borders. The EC Monitoring Mission greatly appreciated Slovenia's efforts to implement the Brioni Declaration. Slovenia has fulfilled its obligations so that, after the moratorium had run cut, it had the full right to implemented its independence.
Since 7 October 1991, the Republic of Slovenia has been implementing the Declaration of Independence.
The Parliament of the Republic of Slovenia, as the highest representative body of the state, has therefore adopted resolutions and laws which bind the Government and all its Agencies to continue the procedures intended to achieve the establishment of complete independence and statehood. The Republic of Slovenia, in accordance with the decision of its Parliament, will continue to cooperate at the Peace Conference in The Hague and strive for an agreed solution to all questions raised by the dissociation of Slovenia from other parts of former SFRY, as well as make efforts towards, the reestablishment of peace and arranging of relations between and among the individual republics, or rather new sovereign states, on the territory of former SFRY. One of the most important measures of the new Slovene state has been to make over complete authority on its territory, also in the field of external trade.
The Republic of Slovenia, as one of the legal successors of former SFRY, accepts and will abide by all international agreements which have been signed by the SFRY prior to the enactment of Slovene independence.
I would further like to draw your attention to the fact that the Republic of Slovenia is the most developed republic of former Yugoslavia. A free market approach to the economy is the fundamental premise underlying our economic relations, both within the country and internationally. The Slovene Government guarantees the performance of contracts between companies from the Republic of Slovenia and their foreign partners.
The Republic of Slovenia is willing to cooperate with all other states in areas of matual benefit.
The Republic of Slovenia greatly values good relations with Ethiopia and is very interested in their further development and intensification. We can claim with some satisfaction that the Republic of Slovenia, as a part of former SFRY, has contributed a great deal to the development of good economic relations with your country.
Please allow me, Your Excellency, to express the view that the international community should no longer postpone the recognition of the independence of the Republic of Slovenia, which would be a vital step towards the peaceful settlement of relations among the Yugoslav republics.
Until our relations are formally established, I would like to ask you kindly to suggest to the Government of Ethiopia that it takes a positive attitude towards seeking pragmatic solutions to economic cooperation. Allow me also to ask you to consider the possibility of recognizing Slovene passports.
May I also propose, Your Excellency, that Ethiopia reconsiders the possibility of recognizing the Republic of Slovenia in the nearest future.

Dovolite mi, da Vas obvestim, da Republika Slovenija od 7. oktobra 1991 dalje izvaja Deklaracijo o neodvisnosti, s katero je bila uresničena na plebiscitu izražena volja slovenskega naroda, da živi v neodvisni državi.
Zadnjih sedemdeset let so Slovenci živeli v državi južnoslovanskih narodov – Jugoslaviji. Na žalost se pričakovanja Slovencev, da bodo v slogu živeli z drugimi jugoslovanskimi narodi, niso izpolnila. Jugoslavija je zlasti v zadnjih nekaj letih preživljala globoko politično krizo zlasti zato, ker so bile v nekaterih delih države kršene temeljne človekove pravice in svoboščine, proces demokratizacije pa je bil sistematsko blokiran.
Lansko leto je Slovenija na demokratičnih volitvah odločno pretrgala jugoslovanske vezi in stopila na pot neodvisno.
Dne 23. decembra 1990 so državljani Slovenije v prisotnosti številnih mednarodnih opazovalcev formalno izrazili svojo politično voljo, da bodoče odnose Slovenije z drugimi republikami Jugoslavije urejajo kot enakopraven in suveren partner.
Pred plebiscitom o samostojnosti je Slovenija predlagala pogajanja za ureditev bodočih odnosov med republikami, ki so sestavljale Jugoslavijo.
Po vseh neuspešnih prizadevanjih za začetek resnega dialoga o bodočih odnosih med jugoslovanskimi narodi je Republika Slovenija 25. junija 1991 razglasila svojo neodvisnost in to svojo odločitev utemeljila na pravici slovenskega naroda do samoodločbe, ki je bila potrjena tako v Ustanovni listini ZN kot tudi v jugoslovanski Ustavi.
Zlasti je treba poudariti, da je Slovenija istočasno ponovno izrazila svojo pripravljenost, da kot enakopraven partner še naprej sodeluje na pogajanjih za iskanje mirnih in kompromisnih rešitev za vse probleme bodočih odnosov med jugoslovanskimi narodi in njihovimi državami. Razen tega je treba poudariti, da je celoten proces demokratičnih sprememb v Sloveniji in ustanavljanje Republike Slovenije potekalo mirno, brez vsakršnega nasilja in ob polnem spoštovanju človekovih pravic ter v skladu z demokratično izraženo voljo slovenskega naroda.
Z Deklaracijo o neodvisnosti Republike Slovenije, ki je bila sprejeta 25. junija 1991, je bila uveljavljena na plebiscitu izražena volja prebivalcev Slovenije, da živijo v neodvisni državi. Po napadu Zvezne armade na Slovenijo, ki je sprejemu te odločitve sledila, je Slovenija podpisala Brionsko deklaracijo in s tem pristala na trimesečni odlog izvajanja aktov o neodvisnosti, da bi na ta način omogočila dogovor o mirni razdružitvi.
Po sprejemu Brionske deklaracije se je Jugoslovanska armada začela umikati iz Republike Slovenije. Zdaj Slovenija v celoti nadzoruje vse svoje področje in meje. Opazovalna komisija Evropske skupnosti je zelo dobro ocenila prizadevanja Slovenije za izvajanje Brionske deklaracije. Slovenija je izpolnila svoje obveznosti, tako da je imela po izteku moratorija vso pravico do uresničitve svoje neodvisnosti.
Dne 7. oktobra 1991 je Republika Slovenija začela izvajati Deklaracijo o neodvisnosti.
Skupščina Republike Slovenije kot najvišje predstavniško telo države je zato sprejelo resolucije in zakone, ki zavezujejo Vlado in njene organe, da nadaljujejo postopek za vzpostavitev popolne neodvisnosti in državnosti. V skladu s sklepom Skupščine bo Republika Slovenija še naprej sodelovala na mirovni konferenci v Haagu in si prizadevala za dogovorno reševanje vseh vprašanj v zvezi z razdružitvijo Slovenije od drugih delov bivše SFRJ ter za ponovno vzpostavitev miru in urejanje odnosov med posameznimi republikami – oziroma novimi suverenimi državami – na področju bivše SFRJ. Eden najpomembnejših ukrepov nove slovenske države je bil prevzem celotne oblasti na svojem področju in tudi na področju zunanje trgovine.
Republika Slovenija sprejema kot ena od zakonitih naslednic bivše SFRJ vse mednarodne sporazume, ki jih je SFRJ podpisala pred uzakonitvijo slovenske neodvisnosti in se bo po njih tudi ravnala.
Razen tega bi Vas rad opozoril na dejstvo, da je Republika Slovenija najbolj razvit del bivše Jugoslavije. Tržna usmeritev v gospodarstvu je temeljno načelo naših gospodarskih odnosov tako v državi kot v mednarodnem prostoru. Slovenska vlada jamči za izvedbo pogodb, ki jih podjetja iz Republike Slovenije sklepajo s svojimi tujimi partnerji.
Republika Slovenija je pripravljena sodelovati z vsemi državami na področjih, ki so jim v skupno korist.
Republika Slovenija visoko ceni dobre odnose z Etiopijo in je zelo zainteresirana za nadaljnji razvoj in poglobitev teh odnosov. Z zadovoljstvom lahko trdimo da je Republika Slovenija kot del bivše Jugoslavije, veliko pripomogla k razvoju dobrih gospodarskih stikov z Vašo državo.
Dovolite mi, Ekscelenca, da izrazim svoje mnenje, da mednarodna skupnost ne bi več smela odlašati s priznanjem neodvisnosti Republike Slovenije, ki bi pomenilo bistven korak naprej v smeri mirnega urejanja odnosov med jugoslovanskimi republikami.
Vljudno Vas prosim, da Vladi Etiopije predlagate, da zavzame pozitivno stališče do iskanja praktičnih rešitev na področju gospodarskega sodelovanja, dokler naši odnosi ne bodo formalno vzpostavljeni. Dovolite mi tudi prošnjo, da proučite možnosti za priznavanje slovenskega potnega lista.
Želel bi Vam tudi predlagati, Vaša Ekscelenca, da Etiopija ponovno prouči možnost, da čim prej prizna Republiko Slovenijo.
Sprejmite, prosim, izraze mojega globokega spoštovanja.

Ministrstvo za zunanje zadeve začasne Vlade Etiopije izraža spoštovanje Ministrstvu za zunanje zadeve Republike Slovenije in ga ima čast obvestiti, da je začasna Vlada Etiopije priznala Republiko Slovenijo kot neodvisno državo, ter izjavlja, da je pripravljena z njo vzpostaviti diplomatske odnose.
Ministrstvo za zunanje zadeve začasne Vlade Etiopije ob tej priložnosti ponovno izraža Ministrstvu za zunanje zadeve Republike Slovenije svoje odlično spoštovanje.
