Skupščina Republike Slovenije je na skupni seji vseh zborov dne 2. oktobra 1991 sprejela
Besedilo izjave v slovenskem prevodu in v angleškem izvirniku se glasi:
IZJAVO
O NEOVIRANEM POMORSKEM IN KOPENSKEM PROMETU V IN IZ REPUBLIKE SLOVENIJE
Skupščina Republike Slovenije z resno zaskrbljenostjo ugotavlja, da so zavarovalne družbe uvrstile Jugoslavijo kot celoto, vključno z Republiko Slovenijo, k območjem s plačilom dodatne premije za vojno tveganje. To pomeni postavitev izjemne gospodarske ovire normalnemu prometu blaga in storitev po morju in po kopnem pod jurisdikcijo Republike Slovenije in povzroča veliko škodo Luki Koper, Koper, kot najpomembnejši slovenski mednarodni luki, slovenskim morskim in kopenskim prevoznikom, vključno s Splošno plovbo p.o., Portorož, Ladjedelnici "2. Oktober", Izola in slovenskemu gospodarstvu nasploh.
Skupščina Republike Slovenije:
1. izjavlja, da se na obalnem območju Republike Slovenije niso vodile pomorske vojaške operacije in sovražnosti, niti to območje ni bilo zaprto ali blokirano s strani zvezne vojske. Sedanje sovražnosti in vojne operacije na morju se vodijo v hrvaškem delu jugoslovanskega obalnega morja, v glavnem v notranjih morskih vodah in ne ovirajo svobode plovbe v odprtem delu Jadranskega morja in neoviranega, običajnega dostopa in izstopa do slovenskih obalnih voda, Luke Koper in ostalih slovenskih pristanišč. Republika Slovenija in federalna stran po sklenitvi Skupne deklaracije 7. julija 1991 in Memoranduma o soglasju dosledno spoštujeta pogoje o ustavitvi ognja in ostale obveznosti, pod stalnim nadzorstvom evropskih opazovalcev, ki delujejo tudi na slovenskem obalnem območju. Skladno s tem je Republika Slovenija s Predsedstvom SFRJ sklenila sporazum o umiku federalne vojske in opreme z ozemlja Republike Slovenije, ki se obojestransko dosledno izvaja in bo izpolnjen predvidoma 18. oktobra, ko se bodo preostale enote federalne vojske umaknile s teritorija Republike Slovenije,
2. glede na to proglaša, da je morska plovna pot v slovenske luke ter vstop, izstop in nakladanje ter razkladanje ladij povsem varno in neovirano, odgovarjajoč mednarodnim standardom. Isto velja tudi za vse oblike kopenskega transporta na teritoriju Republike Slovenije in njegove povezave z vsemi sosednjimi državami,
3. ugotavlja, da ni pravnih in dejanskih razlogov, da se za območje Slovenije, vključno z obalnimi območji in pristanišči pod njeno jurisdikcijo in za njene prevoznike, vključno s Splošno plovbo p.o., zahteva zavarovalnino za vojno tveganje,
4. poziva druge države, družbe in gospodarske partnerje, da obravnavajo slovenske partnerje in Luko Koper na enak način kot odgovarjajoče entitete v sosednjih državah, na načelu nediskriminacije in skladno z dobrimi poslovnimi običaji.
THE STATEMENT
ON THE UNHAMPERED SEA AND LAND TRAFFIC TO AND FROM THE REPUBLIC OF SLOVENIA
The Assembly of the Republic of Slovenia acknowledges with the serious concern that the insurance companies have enlisted Yugoslavia as a whole, including the Republic of Slovenia, among the areas for which they charge extra WAR RISK premiums. This is to impose an extraordinary trade barrier to the normal traffic of goods and services by sea and by land under the jurisdiction of the Republic of Slovenia and to cause grave damage to the Port of Koper Luka Koper, Koper, as the major Slovenian international seaport, to the Slovenian sea and land transporters, including the Shipping Company – Splošna plovba p.o., Portorož to the Shipyard "2. Oktober", Izola and to the Slovenian economy in general. Therefore, the Assembly of the Republic of Slovenia:
1. declares, that the marine areas under the jurisdiction of the Republic of Slovenia have not been an object of any naval operations or hostilities and they have in no way been intercepted or placed under the blockade by the federal armed forces. The present hostilities and naval operations have taken place in the Croatian part of the Yugoslav coastal sea, mostly in the internal waters and they in no way hamper the freedom of navigation on the high seas of the Adriatic Sea and the unimpeded, normal voyage to and from the Slovenian coastal waters, Luka Koper and other Slovenian ports. After the conclusion of the Joint Declaration on July 7, 1991 and the corresponding Memorandum of Understanding, the Republic of Slovenia and the federal authorities have been strictly respecting the conditions of the cease-fire and other obligations, under the constant supervision of the European observers, who are acting in the Slovene coastal area as well. Accordingly, the Republic of Slovenia concluded with the Federal presidency the agreement on the withdrawal of the federal army and its equipment from the territory of Slovenia. Both parties have been strictly observing the withdrawal agreement which is to be fulfilled on October, 18, when the remaining federal units are to leave the territory of the Republic of Slovenia,
2. due to the above stated facts, proclaims, that the sea lanes and the passage to and from the Slovenian ports, as well as the embarkation and debarkation of ships are entirely safe and unhampered, as required by international standards. The same applies to all means of land traffic on the territory of the Republic of Slovenia and land transit to and from the neighbouring states,
3. consequently, establishes, that- there are no legal or actual grounds for imposing the WAR RISK insurance premiums for the territory of the Republic of Slovenia, including the marine areas and ports under its jurisdiction, for the Shipping Company – Splošna plovba p.o., Piran and for other carriers,
4. at the same time calls upon all other states, companies and commercial partners to treat the Slovenian partners and Luka Koper equally as the corresponding entities in the neighbouring states of the Republic of Slovenia, on the basis of the principle of non-discrimination and fair trade practices.
