O RAZGLASITVI ZAKONA O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE GRČIJE O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI
Razglašam Zakon o ratifikaciji Sporazuma med Vlado Republike Slovenije in Vlado Republike Grčije o sodelovanju v kulturi, izobraževanju in znanosti, ki ga je sprejel Državni zbor Republike Slovenije na seji dne 24. maja 1994.

O RATIFIKACIJI SPORAZUMA MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE GRČIJE O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI
1. člen
Ratificira se Sporazum med Vlado Republike Slovenije in Vlado Republike Grčije o sodelovanju v kulturi, izobraževanju in znanosti, podpisan v Ljubljani 10. novembra 1993.
2. člen
Sporazum se v izvirniku v slovenskem in angleškem jeziku glasi:
SPORAZUM
MED VLADO REPUBLIKE SLOVENIJE IN VLADO REPUBLIKE GRČIJE O SODELOVANJU V KULTURI, IZOBRAŽEVANJU IN ZNANOSTI
Vlada Republike Slovenije in Vlada Republike Grčije (v nadaljevanju: pogodbenici) sta se
v želji, da bi razvijali sodelovanje med obema državama v kulturi, izobraževanju in znanosti,
prepričani, da bo takšno sodelovanje pripomoglo k boljšemu medsebojnemu razumevanju in poglabljanju odnosov na različnih ravneh,
odločeni, da spoštujeta načela Helsinške sklepne listine Konference d varnosti in sodelovanju v Evropi in Pariške listine za novo Evropo,
dogovorili o naslednjem:
1. člen
Pogodbenici bosta spodbujali razvoj zanimanja za kulturno dediščino in širše poznavanje kulturnih dosežkov ene in druge države.
V ta namen bosta pogodbenici v obojestransko korist spodbujali in omogočali lažjo izmenjavo in sodelovanje med svojima državama v umetnosti, kulturi, izobraževanju, literaturi in znanosti ter zagotavljali ustrezne možnosti za stike in skupne dejavnosti med organizacijami, ustanovami in osebami, ki delujejo na teh področjih.
Pogodbenici bosta spodbujali pristojne organe in ustanove v svojih državah, da proučijo dejavnosti, ki bi med drugim lahko vključevale:
1. izmenjavo razstav in drugih kulturnih, izobraževalnih in dokumentarnih predstavitev;
2. prevajanje in objavljanje umetniških, literarnih in znanstvenih del, ustvarjenih v drugi državi;
3. predstavitev dramskih in glasbenih del druge države;
4. distribucijo in predvajanje umetniških, dokumentarnih in vzgojno-izobraževalnih filmov druge države kot tudi pospeševanje drugih vzajemno koristnih dejavnosti v kinematografiji, radiu in televiziji;
5. predstave umetniških skupin in posameznih umetnikov;
6. sodelovanje na mednarodnih konferencah, festivalih, tekmovanjih in drugih kulturnih prireditvah, ki bodo organizirane v obeh državah;
7. izmenjavo strokovnjakov s področja arheologije, arhitekture, literature, folklore, glasbe, slikarstva, kiparstva, gledališča in drugih področij, umetnosti;
8. sodelovanje na področjih skupnega interesa med univerzami in drugimi visokošolskimi ustanovami kot tudi med kulturnimi organizacijami;
9. izmenjavo knjig, učbenikov, periodike in drugega dokumentarnega gradiva;
10. sodelovanje pri organizaciji skupnega raziskovalnega dela, konferenc in simpozijev.
2. člen
Pogodbenici bosta spodbujali izmenjavo študentov na dodiplomskem in podiplomskem študiju, predavateljev, znanstvenikov, raziskovalcev, učiteljev, profesorjev ter drugih strokovnjakov v izobraževanju.
3. člen
Pogodbenici bosta v okviru razpoložljivih sredstev izmenjavali štipendije za univerzitetni dodiplomski in podiplomski študij kakor tudi za raziskovalno delo na visokošolskih ustanovah.
4. člen
Pogodbenici bosta razvijali sodelovanje med javnimi arhivi in knjižnicami v skladu z zakonodajo, ki velja v eni oziroma drugi državi.
5. člen
Pogodbenici bosta omogočali lažje sodelovanje in izmenjavo informacij v arheologiji med pristojnimi državnimi organi.
6. člen
Pogodbenici bosta na podlagi vzajemnih koristi pospeševali in omogočali lažjo izmenjavo in sodelovanje v teoretičnih in uporabnih znanostih ter poskrbeli za primerne priložnosti za stike med znanstvenimi ustanovami in organizacijami, raziskovalnimi inštituti, univerzami ter drugimi visokošolskimi ustanovami, znanstveniki, raziskovalci in strokovnjaki obeh držav; spodbujali bosta tudi skupne dejavnosti na posebnih področjih in temah, ki so v njunem skupnem interesu.
Da bi razvijali in širili znanstveno sodelovanje, bosta pogodbenici med drugim omogočali:
1. obiske, študijska potovanja in konzultacije raziskovalcev. znanstvenikov in drugih strokovnjakov;
2. skupno izdelavo in izvajanje raziskovalnih programov in projektov ter izmenjavo dobljenih rezultatov;
3. organizacijo skupnih tečajev, konferenc in simpozijev;
4. izmenjavo znanstvenega avdiovizualnega gradiva;
5. organizacijo znanstvenih razstav in predstavitev;
6. izmenjavo znanstvene literature, dokumentacije in informacij.
Na slovenski strani je za izvajanje v ta namen odgovorno Ministrstvo za znanost in tehnologijo Republike Slovenije, na grški strani pa Generalni sekretariat za raziskave in tehnologijo.
Vsaki dve leti bo za urejanje in izvajanje znanstvenih izmenjav in skupnih raziskovalnih projektov podpisan poseben protokol, in sicer izmenoma v glavnih mestih ene oziroma druge pogodbenice. Projekte, ki bodo odobreni v tem protokolu, bosta obe strani skupno predložili in ovrednotili, preden se bodo začeli izvajati.
Navedeno sodelovanje bosta financirali pogodbenici skupno na enakopravni podlagi.
7. člen
Pogodbenici bosta proučili možnosti za medsebojno priznavanje in enakovrednost potrdil, spričeval, diplom in akademskih nazivov.
8. člen
Pogodbenici bosta pospeševali dejavno sodelovanje v UNESCU in drugih mednarodnih organizacijah za kulturo, izobraževanje in znanost.
9. člen
Pogodbenici bosta spodbujali sodelovanje med časopisnimi organizacijami in tiskovnimi agencijami obeh držav, neposredne stike med založniki časopisov in revij ter izmenjavo novinarjev in dopisnikov.
10. člen
Pogodbenici bosta spodbujali udeležbo predstavnikov radia in televizije na mednarodnih tekmovanjih, festivalih, kongresih ipd., ki bodo organizirani v Sloveniji in Grčiji.
Pogodbenici bosta prispevali k širitvi stikov in sodelovanja med organizacijami javne radiotelevizije v skladu z veljavno zakonodajo ene in druge države.
11. člen
Pogodbenici bosta spodbujali sodelovanje v športu in telesni vzgoji. Prizadevali si bosta za vzpostavljanje neposrednih stikov in tesnega sodelovanja med ustreznimi organi za šport. Vsebina in podrobnosti tega sodelovanja 'bodo določeni neposredno med omenjenimi organi.
Pogodbenici bosta spodbujali stike med mladimi in neposredno sodelovanje med mladinskimi organizacijami obeh držav.
12. člen
V skladu z zakoni in predpisi, ki veljajo na njunih ozemljih, bo vsaka pogodbenica drugi pogodbenici omogočila primerne olajšave pri vstopu v državo, bivanju v državi in izstopu iz države kakor tudi pri uvozu gradiva in opreme, potrebne za izvajanje programov ali izmenjav po tem sporazumu.
13. člen
Za izvajanje tega sporazuma bosta pogodbenici ustanovili slovensko-grško mešano komisijo, ki jo bodo sestavljali predstavniki pogodbenic in se bo sestajala izmenično v Ljubljani in Atenah.
Komisija bo obravnavala zadeve, povezane s tem sporazumom. Izdelala bo podrobne programe sodelovanja in določila pogoje njihovega financiranja.
14. člen
Ta sporazum prične veljati na dan, ko se pogodbenici medsebojno obvestita, da so izpolnjene vse potrebne pravne formalnosti za začetek njegove veljavnosti.
15. člen
Ta sporazum velja pet let. Nato se samodejno podaljša za nadaljnje petletno obdobje, če ga nobena od pogodbenic pisno ne prekliče po diplomatski poti šest mesecev pred iztekom navedenega obdobja.
Sestavljeno v Ljubljani dne 10. novembra 1993 v dveh izvirnikih v slovenskem, grškem in angleškem jeziku, pri čemer so vsa besedila enako veljavna. Ob različnih razlagah je veljavno angleško besedilo.'

AGREEMENT
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA AND THE GOVERNMENT OF THE HELLENIC REPUBLIC ON COOPERATION IN THE FIELDS OF CULTURE, EDUCATION AND SCIENCE
The Government of the Republic of Slovenia and the Government of the Hellenic Republic (hereinafter: the Contracting Parties),
Desiring to develop cooperation between the two countries in the fields of culture, education and science,
Convinced that such cooperation will contribute to better mutual understanding and enhancement of relationship at different levels,
Resolved to respect the principles of the Helsinki Final Act of the Conference on Security and Cooperation in Europe and the Paris Charter for a New Europe, Have agreed as follows:
Article 1
The Contracting Parties shall encourage the development of interest in the cultural heritage and a wider knowledge of the cultural achievements of each other's country.
To this end, the Contracting Parties shall encourage and facilitate, on the basis of mutual benefit, exchanges and cooperation between the two countries in the fields of arts, culture, education, literature and science and provide appropriate opportunities for contacts and joint -activities between the organizations, institutions and persons active in these fields.
The Contracting Parties shall encourage the competent bodies and institutions of their respective countries to consider activities that may include among others:
1. Exchange of exhibitions and other displays of cultural, educational and documentary nature.
2. Translation and publication of artistic, literary and scientific work produced in the other country.
3. Presentation of plays and musical compositions of the other country.
4. Distribution and screening of feature, documentary and educational films of the other country as well as the promotion of other mutually beneficial activities in the fields of cinematography, radio and television.
5. Performances of artistic groups and individual artists.
6. Participation in international conferences, festivals; competitions and other cultural events organized in both countries.
7. Exchange of experts in the fields of archeology, architecture, literature, folklore, music, painting, sculpture, theatre and other areas of the arts.
8. Cooperation in the fields of common interest between universities and other institutions of higher education, as well as between cultural organizations.
9. Exchange of books, tex-books, periodicals and other documentary material.
10. Cooperation in the organization of joint research, conferences and symposia.
Article 2
The Contracting Parties shall encourage the exchange of university students, post-graduates, lecturers, scholars, researchers, teachers, professors, scientists as well as other specialists in education.
Article 3
The Contracting Parties shall, within the availability of their means, exchange scholarships for university and post-graduate studies as well as research in institutions of higher education.
Article 4
The Contracting Parties shall develop cooperation between the public archives and libraries according to the legislation valid in either country.
Article 5
The Contracting Parties shall facilitate cooperation and exchange of information in the field of archeology between the competent authorities.
Article 6
The Contracting Parties shall encourage and facilitate, on the basis of mutual benefit, exchanges and cooperation in the fields of theoretical and applied sciences and provide appropriate opportunities for contacts between scientific institutions and organizations, research institutes, universities as well as other institutions of higher education, scholars, researchers and specialists of the two countries; they shall also ecourage joint activities in specialized areas and topics of common interest.
In order to develop and expand scientific cooperation, the Contracting Parties shall facilitate, inter alia:
1. Visits, study-trips and consultations of researchers, scientists and other specialists.
2. Joint elaboration and implementation of research programmes and projects and exchange of the results thereof.
3. Organization of joint courses, conferences and symposia.
4. Exchange of audiovisual material of a scientific nature.
5. Organization of scientific exhibitions and displays.
6. Exchange of scientific literature, documentation and information.
Implementing agency for this purpose on the Slovene side is the Ministry for Science and Technology of the Republic of Slovenia and on the Greek side is the General Secretariat for Research and Technology.
A special protocol for the regulation and implementation on scientific exchanges and the joint research projects will be signed every two years alternatively in the capital of either Contracting Party. Projects incorporated for approval in this Protocol will be jointly submitted and evaluated by both'sides:before undertaken for implementation.
Financing of the above cooperation Will be done jointly on an equitable basis by the two Contracting Parties.
Article 7
The Contracting Parties shall examine the possibilities of mutual recognition as well as equivalence of certificates, attestations, diplomas, degrees and academic titles.
Article 8
The Contracting Parties shall promote active cooperation within UNESCO and other international organizations in the fields of culture, education and science.
Article 9
The Contracting Parties shall encourage cooperation. between the news agencies and press organizations of the two countries, direct contacts between publishers of newspapers and periodicals as well as the exchange of journalists and press correspondents.
Article 10
The Contracting Parties shall encourage the participation of representatives in the radio-television area in international competitions, festivals, congresses etc. that could be organized respectively in Slovenia and Greece.
The Contracting Parties shall contribute to the expansion of contacts and cooperation between their public radio and television organizations according to the legislation valid in either country.
Article 11
The Contracting Parties shall encourage cooperation in the fields of sport and physical education. They will pursue to establish direct contacts and close cooperation between their respective sports authorities. The contents and details of this cooperation will be decided upon directly between the above mentioned authorities.
The Contracting Parties shall encourage contacts between the young people and direct cooperation between youth organizations of the two countries.
Article 12
Within the terms of the laws and regulations in force in its territory, each Contracting Party shall grant to the other every reasonable facility for the entry, stay and departure of persons, and for the importation of the material and equipment necessary for carrying out the programmes or exchanges which may be established in accordance with this Agreement.
Article 13
For the purpose of the implementation of this Agreement, the Contracting Parties shall establish a joint Slovene – Greek Committee, which will be composed by representatives of both Contracting Parties and will meet alternatively in Ljubljana and in Athens.
The Committee shall consider matters relating to the application of this Agreement. It shall elaborate the details of Programmes of cooperation as well as their financial terms.
Article 14
This Agreement shall enter into force on the date when the Contracting Parties have notified each other that all necessary legal formalities for its entry into force have been completed.
Article 15
This Agreement shall remain in force for a period of five years. It shall thereafter be automatically renewed for a successive period of five years unless denounced in writing through diplomatic channels by either Party six months prior to the expiry of any one period.
Done at Ljubljana on 10 November 1993 in two original copies in the Slovene, Greek and English languages, all texts being equally authentic. In case of divergency of interpretation, the text in the English language shall prevail.

3. člen
Za izvajanje sporazuma skrbijo ministrstvo, pristojno za zunanje zadeve, ministrstvo, pristojno za kulturo, ministrstvo, pristojno za šolstvo in šport, ter ministrstvo, pristojno za znanost in tehnologijo.
4. člen
Ta zakon začne veljati naslednji dan po objavi v Uradnem listu Republike Slovenije – Mednarodne pogodbe.
